I can only use it on my Tigre bunny currently.

the regenerator is not available for super-dracula, dracula, polaris, shine, frozen

No, for normal bunnies you can only improve their genetics through breeding.

Indeed, what has been said is right, the re-generator is only available on certain magic rabbits. Obviously, it would be far too cheaty for rabbits like Super Dracula to take advantage of this: it's a question of logic and game balance.
The re-generator is not available on non-magical rabbits, as they can evolve in potential via reproduction. Maybe this will change one day, but for now it's the way it is!
