You can probably use your Tigre and give it Victory Potions to get it to league 9, then give it good equipment (Magatama Bracelets, Wind Amulet, Spider's Web, etc) to make it run fast enough for the 100 sec requirement! It must be possible- if you go to Rankings>Leagues>Magic and then look at Division 9, many Tigres have completed a league 9 race in less that 100 secs.
