In the strongroom, underneath the chest, there's an area where you can supposedly swap coins for special items. But for some reason it's not working for me.

Like, I have 900 coins and I go to buy a lucky bag for 100 coins. It says I don't have enough, or sometimes it doesn't say anything at all. The exchange doesn't happen. Help?

In fact, it is write " Swap a magic object for chests coins " not " Swap chests coins for magic objects "

It means that only magic items can be convested to chests coins and not the opposite.
