I don't think he was asking when you do it, but how to get it.
Kaedyn, it's like the recipe of the super carrot, I think you just have to keep racing or wait for a lotto/tournament to have it as the prize. Unless you already have it, and in that case you should be able to buy it like you do other recipes

It's just like the recipe of super carrot. If you look it up you'll see that there's a recipe of super radish. You'll also see that nobody has found it yet, so we have no clue about at what level to race to be able to get one.. :o
I hope they don't have a lotto - or don't have a big one for it - so that the mystery stays alive. It's fun to have such elusive and rare items.
Basically, whoever gets to it first will be a rich fellow.
