I don't know if it's on purpose or not (because obviously it's impossible to dig underwater), but I thought it's supposed to be a guarantee that the Burlock digs four times in a race. (Plus, the Valentines Day event is going on and I just missed out on some roses. :P)

Is this a bug or a feature?

Hello Archangel, It is just as you said. You can not dig underwater so you will not receive any additional dug items. This is not a bug.
